The Official Rules of the Amateur Softball Association of America apply, with the following modifications:
2024 GAME RULES
Capitol All-Stars Softball Game: Tuesday, September 24, 5:30 pm
Purpose
The proceeds raised by event benefit Hunger-Free Pennsylvania and Feeding Pennsylvania, two charitable, non-profit statewide organizations working to feed over two million hungry Pennsylvanians
Their members are the food banks, food pantries, and other emergency food providers located in each and every legislative district in Pennsylvania
There is NO rain date
The call to cancel will be made by 4:00 pm on game day via email and on the homepages of the Capitol All-Stars and PCN
PCN will also run a notice of cancellation on its network

Teams are bi-cameral, bi-partisan; players are assigned randomly
No more than 40 players on each team
Players do not have represent districts that fall within the geographic area described by the team name
Capitol All-Stars Softball Game rules. The Official Rules of the Amateur Softball Association of America apply, with the following modifications:
Open Substitution: Players may be freely substituted in and out of the game by the captains.
Umpires: There will be four umpires – at home plate, first base, second base, and third base.
Scoring: In each inning, the sides will be retired after three outs or five runs, whichever comes first
Mercy rule: If either team’s runs exceed the other’s by more than 10 runs, the game may be called at the discretion of the team captains.
Game will be played with 10 fielders (short field) and 11 batters (including designated hitters)
Two short games will be played by the two teams.
The first game will end at the earlier of: (a) the completion of seven innings; or (b) one hour and 15 minutes from the first pitch; provided, however, that the inning in progress at that time shall continue until completed.
The second game will end at the earlier of (a) the completion of seven innings; or (b) one hour and 15 minutes from the first pitch; provided, however, that the inning in progress at that time shall continue until completed.
The team with the highest cumulative score at the end of the second game will be the winner.
In the event of a tie at the end of the second game, each team will select one hitter to take five swings to try to put a ball over the fence. The Away team player goes first and take five hits, followed by the Home team player who takes five hits. The team with the most home runs or, in the event there are no home runs, the furthest ball wins.
In the event that the designated hitters from each team hit one out, each team will select another player to take three swings. A maximum of three players per team will swing (three rounds). If no one can hit one out OR all six players hit one out, each team will select a player (who can be new or someone who has already hit) and they will each take three swings each. If both players in this fourth round hit one out, the further of the two will be the winner (best ball).
The captains will have the sole discretion on player assignments, substitutions, and rotations for each game. There are no restrictions.
The team that raises the most money in the 2024 Capitol All-Stars Game Fundraising Challenge as of 5:30pm on September 24, 2024, will play as the Home team. The Home Team dugout is along the first base line.
Game bats cannot be taken from the field and must be left for game presenters.

Meals
Complimentary meals and beverages, including beer, will be provided to all players, umpires, sponsors, announcers, volunteers, and other officials participants. They will be given bracelets to identify them as eligible for the free meals. No other attendees will be given complimentary meals and beverages, a critical term of our contract with the food vendor at FNB Field.
There will be meals for the teams in each of the Home and Visitors locker rooms
There will be food and non-alcoholic beverages for sale in the stadium for game attendees
